Large files can slow down uploads and processing. FEMA recommends keeping attached images under 300KB. To reduce file size:
- Resize images before attaching (recommended)—reduce image dimensions and save as JPEG. This preserves digital signatures.
- Re-export as PDF—use “Print to PDF” (PC) or “Export with Reduce File Size” (Mac). Note: this may remove digital signatures.

If the error goes away, the issue is likely with your network configuration.
- Check if the issue is device-specific: If the site works on one device but not another, the devices may have different security settings configured by IT.
- Contact your IT department: Ask if they have TLS inspection or SSL interception enabled on outbound connections. These security measures can sometimes interfere with Forerunner’s SSL certificates and may need to be configured to allow Forerunner domains.
