The Community Rating System (CRS) Program supports communities’ efforts in mitigating flood risk and increasing resiliency. In our most recent webinar, Unlocking CRS Class 5: Key Insights from Henrico County, VA, Kristin Owen, AICP, CFM, Floodplain and Dam Safety Manager shared Henrico County’s journey and efforts to achieve Class 5 in the CRS. This milestone rewards Henrico County floodplain management efforts and reflects the County’s commitment to higher standards within the Special Flood Hazard Area (SFHA).
In the webinar, Kristin shared Henrico County’s flood risk history noting its two Special Flood Hazard Areas designated by FEMA and the community, which allowed them to get additional points for multiple activities. Henrico County has a strong floodplain ordinance that was instrumental in their high classification. Key steps to their success included prohibiting residential structures within the SFHA, implementing Freeboard requirements within the SFHA and SFHA-adjacent areas, and prohibiting fill within the SFHA. Kristin shared that communication and collaboration across government levels were crucial for gaining support and effectively implementing floodplain regulations. In the coming years, Henrico County hopes to earn a CRS Class 4 distinction and continue to improve its resilience.
