Recap: Collaborative Code Enforcement: Strategies for Strengthening Local Compliance and Resilience

In a recent webinar, Christylla Miles shared a fresh perspective on how local governments can build strategic community partnerships through collaborative code enforcement.

Christylla opened with a powerful note: code enforcement is no longer just about citations for high grass or junk vehicles. Today, officers are addressing modern challenges like short-term rentals and homeless encampments. To meet these evolving demands, she emphasized that officials must move beyond the “enforcer” stereotype and embrace the role of a public servant who builds trust through transparency.

A central theme of the session was the “Three C’s”: Connect, Collaborate, and Communicate. Christylla explained that effective code enforcement requires coordination across a wide range of stakeholders:

  • Local governments provide the regulatory framework and enforcement tools.
  • Nonprofits act as vital partners, often offering resources like home repair programs for vulnerable residents.
  • Private sector partners can bring innovation and funding that public budgets may lack.
  • HOAs and residents serve as the “eyes and ears” of the community.

Christylla also acknowledged the friction that can arise in the field. However, in these situations, conversation is more productive than confrontation, and the shared goal should remain on strengthening community resilience and sustainability, and building equity so that underserved neighborhoods are not left behind.

Importantly, Christylla emphasized that collaboration is not about letting the public dictate the work, but about inviting them to the table. By using tools like focus groups, town halls, and community engagement, code enforcement can transition from a negative interaction to a positive force for property value and quality of life. For communities to thrive, engagement is not just a strategy; it is the foundation of a healthier neighborhood.
